Statement by the representative of the Russian delegation Ms. Elena Melnik at the First regular session of UNDP/UNFPA/UNOPS Executive Board

M-me President,

M-me Associate Administrator,

Mr. Director,

At the outset we would like to emphasize the crucial role of South-South and triangular cooperation in the achievement of Agenda-2030 and its sustainable goals, as well as in fighting the COVID-19 pandemic, including by sharing the best practices and distributing vaccines. We also would like to thank the UNOSSC for the excellent cooperation with member-states including at the HQ level.

As for the Strategic framework for 2022-2025, we support this document and its’ three outcomes. We also appreciate the inclusive consultative process in which the document was elaborated.

It is of utmost importance for us that the draft Framework is based on UNOSSC principles, including principles of respect for national sovereignty, national ownership and independence, equality, nonconditionality, non-interference in domestic affairs and mutual benefit, as well as on other intergovernmentally agreed priorities stemming from BAPA and BAPA+40.

We also took good note of the fact that the UNOSSC aims to increase partnerships, including with United Nations entities, multilateral cooperation platforms, triangular cooperation partners, and other relevant actors with the aim to meet development challenges and contribute to the SDGs. In this regard we believe that it’s important to ensure continued mainstreaming of South-South and triangular cooperation into the United Nations Sustainable Development Cooperation Frameworks, at the country level, as appropriate, as was agreed in the respective Second Committee resolution last year.

M-me President,

We appreciate the work of UNOSSC on the promotion of knowledge and expertise which is essential for the effective development of all member-states. We are glad that this areas will be further elaborated in line with the SF.

In conclusion we would like to echo the comment of G-77 on the use of non-agreed terms such as “green” in the SF. We hope it will be avoided in the future.
