Statement by Grigory Karasin, Chairperson of the Federation Council Committee on Foreign Affairs, at the Parliamentary Hearing at the United Nations

Mme. Chair,

Colleagues,

The youth are undoubtedly among the first to feel the effects of various crises and dramatic changes, but they adapt to changes more quickly than others and absorb new knowledge more easily. Therefore, caring for the younger generation is a long-term investment in a stable and prosperous society of the future.

In accordance with the Federal Law on Youth in the Russian Federation, people from 14 to 35 years old (previously, I should mention, the upper age was 30 years) belong to the youth. Thus, the youth population of Russia is 41 million people.

In 2014, the Government approved the Fundamentals of State Youth Policy up to 2025. The strategic priority of Russia in terms of youth policy is to create conditions for the formation of a harmonious personality, constantly improving, erudite, competitive, with strong moral fiber, capable of adapting to changing conditions, susceptible to new creative ideas.

There are youth programs and platforms in Russia that ensure professional growth and self-actualization for schoolchildren, students, and young professionals. The work to form a system of identifying and supporting gifted youth has taken on a large scale.

An excellent example – program, which is called a Land of Opportunity project, launched in 2018. About 10 million people from all regions of Russia and 150 countries around the world took part in the project while more than 1,500 companies, universities, and public organizations cast themselves in the role of the project partners.

Another example - Leaders of Russia is the platform’s flagship project and the most ambitious competition for managers, which is unrivaled throughout the world. More than 300 winners of the competition were appointed to government positions (e.g., governors, deputy federal ministers, etc.) and they are employed by business entities. By the way more than 25% of them, of the winners, are women.

The development of youth parliamentarians is also an important activity in this area. With new global challenges affecting the younger generation with greater intensity, young parliamentarians can come up with new proposals relevant to the younger generation.

The structures of youth parliamentarism in the Russian Federation at the federal level are the Chamber of Young Legislators and the Youth Parliament under the State Duma[1].

Russia honors the memory of those who laid down their lives in the fight against fascism and welcomes the efforts of the international community, primarily the United Nations, to combat modern acts of intolerance.

I should finish with saying that we assumes that the basis for preserving intergenerational ties and traditions of continuity is fostering a sense of responsibility and preserving historical memory, supporting, including at the level of government and parliament, the cultural and spiritual development of the younger generation.
