Explanation of vote by Permanent Representative Vassily Nebenzia after the UNSC vote on a draft resolution on “Youth, Peace, and Security”

Mr. President,

The Russian Federation voted in favor of the draft UNSC resolution on “Youth, Peace, and Security” prepared by the delegations of the Dominican Republic and France.

The negotiations were not smooth; they exposed conceptual disagreements of the delegations with regard to the Council’s role and its tasks in terms of the youth agenda, taking into account the specifics of the very mandate of the Security Council. 

Nevertheless, co-facilitators of the talks could balance the wide range of opinions of UNSC members thanks to the commitment to finding compromise solutions. All of this made it possible to adopt the resolution unanimously.

We expect that further discussion of youth-related issues in the Security Council will have a comprehensive nature. When promoting constructive participation of young people in the multitude of peace processes, including conflict settlement and peacebuilding, it is vital that we should not forget about the need to eliminate factors that hinder these developments, i.a. by taking measures to prevent the spread of extremist and terrorist ideology among young people.
