Statement by First Deputy Permanent Representative Dmitry Polyanskiy at UNSC briefing on the activities of Committee 1540
Mr.President,
We thank Chair of UNSC Committee 1540 and the Permanent Representative of Ecuador, Ambassador Loose, for the meaningful briefing on the activity of this subsidiary body of the Council and its plans for the near term. We commend that the Committee adopted a program of work until January 2024. We do hope that under the chairmanship of Ecuador, the Committee will be able to deliver on its designated plans timely and successfully.
In order to achieve this we should further maintain a constructive spirit of cooperation in this subsidiary body and orient its work towards attaining concrete results within the framework of implementing Committee 1540’s mandate. In this regard, we note UN Security Council resolution 2663, which was unanimously adopted last year, and which extended the mandate for ten years, confirming its key elements and outlining a range of tasks facing the Committee. Among those tasks, we specifically highlight coordination of efforts in providing, upon the request of states, technical assistance with implementation of resolution 1540 at national levels in the interests of promoting full observance of this document by all countries.
The Russian Federation is invariably committed to the goals and objectives of Security Council resolution 1540. It still remains the only universal international document in the field of WMD non-proliferation, which envisages for states to create effective national control systems in order to prevent WMD and their means of delivery from falling into the hands of non-state actors.
We highly appreciate the spirit of global cooperation inherent in the document and the continuing recognition of the importance of this document by the international community, which is invariably supported by practical steps taken by member states to implement the UNSCR 1540. We are convinced that respectful attitude towards all UN member states and maximum consideration of their interests and needs is key to the success of the work of Committee 1540.
