Statement by the Deputy Permanent Representative of the Russian Federation to the United Nations Mr. Dmitry Chumakov with regard to the US proposals on “snapback” in the UNGA Fifth Committee

Dear colleagues,

The American proposals to include to the UN 2021 budget financing for an anti-Iranian sanctions committee as well as to cut the staffing of 2231 format in the Secretariat run counter to the reality and are simply an exercise in absurdity.

I do not want to go into all the details of the discussion on this issue in the UN Security Council. However, it is an established fact that the USA has not triggered any “snapback”, no matter how hard our American colleagues are trying to prove otherwise.

The overwhelming majority of UN SC Members (13 Member States) unanimously stated that the US did not have arrived to use this mechanism. The UNSC Presidency in August explicitly underscored that they were not in a position to take any actions with regard to the US illegitimate claims. The Russian Federation assuming the UNSC Presidency on 1 October publicly stated that the “snapback” did not take place. Moreover, the Foreign Ministers of the JCPOA participant states confirmed this conclusion in the joint statement on December 21. Therefore, for the international community the matter is closed.

I would like to emphasize that the international legal regime set by the UNSC resolution 2231 is fully in force while this document is being implemented in line with previously agreed parameters and timeline. It means that the UNSC has not mandated the re-establishment of the anti-Iranian sanction infrastructure.

We hope that the majority of the UNGA Member States will abide by common sense, just as the Council Members earlier, and will reject the US proposals. We call on the delegations to vote against the American amendments.
