Statement by the Deputy Permanent Representative of the Russian Federation to the United Nations H.E. Mr. Dmitry Chumakov during the main part of the 76th session of the General Assembly Fifth Committee under agenda item 140 “Improving the financial situation of the United Nationsˮ

Mr. Chair,

I would like to thank Ms. Catherine Pollard, Under-Secretary-General for Management Strategy, Policy and Compliance, for the detailed information on the financial situation of the United Nations.

The late payments of contributions by Member States to the UN budgets have a negative impact on the functioning of the Organization and prevent achieving maximum results from its work.

We positively note the Secretariat’s efforts to actively and regularly engage with Member States having arrears with a view to receiving contributions in full as soon as possible.

The four monthly financial solvency and liquidity ratios according to the International Public Sector Accounting Standards (IPSAS), indicating the ratio of disposable cash to UN liabilities, are quite high. As of the end of September 2021, all ratios, in particular the cash ratio of the UN regular budget, were more than one. The current situation clearly indicates the absence of a financial crisis in the UN. The financial situation of the UN can be considered as sound.
