Explanation of vote by First Deputy Permanent Representative Dmitry Polyanskiy after UNSC vote on a draft resolution on renewal of Yemen's sanctions regime

While having supported the adoption of this resolution, we would like to note that restrictive measures per se cannot be viewed as a method of conflict settlement, and must not exacerbate the already dire humanitarian situation in Yemen. Exemptions from the sanctions regime need to be effective. Donors and operators should receive exhaustive explanations in this regard, i.a. through UN channels.

When making this decision, we were largely guided by the results of the consultations with SESG Hans Grundberg of 24 February. We trust that enhancement of political and diplomatic efforts will bring peace to Yemen and alleviate confrontation in the region. We call on Hans Grundberg to boost activity within his mandate, establish contacts with all sides, and put forward to the Security Council a roadmap for settlement as soon as possible.

Russia will engage every opportunity to promote the Yemeni settlement and contribute to overall normalization in the region.
