Statement by Deputy Permanent Representative Dmitry Chumakov at an event marking the International Day of Zero Waste

Dear Colleagues,

The issue of food waste is among the most pressing challenges today, both from an environmental and a socio-economic perspective.

In Russia, nearly 18 million tonnes of food waste are generated annually, accounting for up to 40 per cent of all municipal solid waste. To address this challenge, the Government, in cooperation with the private sector and civil society, is working along three key tracks.

First, reducing the generation of food waste. We are committed to improving efficiency at all stages — from production to consumption. This includes enhancing demand forecasting, as well as optimizing procurement and logistics.

Second, the redistribution of food. Significant potential lies in expanding mechanisms for transferring safe and edible food to those in need — the so-called “food sharing”. In Russia, the largest retail chains have joined these efforts, enabling hundreds of thousands of people each year to receive assistance, including large families, pensioners and individuals in difficult life situations. Efforts are underway to scale up these mechanisms, including by addressing regulatory and tax barriers, strengthening partnerships between businesses and charitable organizations, and developing supporting infrastructure such as food banks.

Third, the recycling of food waste and the promotion of more responsible consumption patterns. Even with maximum efforts in prevention and redistribution, a certain share of waste remains unavoidable. Relevant public authorities at all levels are working to develop systems for the separate collection and recycling of such waste, including through the production of compost and biofuels.

Addressing the issue of food waste requires a comprehensive approach. It is not only an environmental concern, but also an important element of sustainable development, food security and social equity. International cooperation in this area is in high demand. For our part, we stand ready to share our experience and best practices.
