Statement by First Deputy Permanent Representative Dmitry Polyanskiy at the UNGA plenary meeting under agenda item 34(a) "Prevention of armed conflict" after the vote on draft document A/75/L.38 Rev.1

Colleagues,

We would like to express our deep regrets regarding the vote on the draft resolution put forward by the delegation of Ukraine. However, the matter is not in the essence of this absurd and deceitful resolution: as I already said in my EoV before the vote, its adoption or non-adoption would affect neither the position of Crimeans nor the identity of the peninsula. We are only disappointed that Ukrainian “Maidan” regime will get another “propaganda toy” which, contrary to the rules of logic, mathematics or common sense, it will use to continue fooling its own population. And the General Assembly, whether conscious of that or not, will be implicated in this process. This situation cannot but raise concerns.

As Ukrainian leadership does not seem ready to give up the practice of introducing absurd and far-from-reality drafts, we call on all of you to cast aside political considerations and give it a thought: think of ordinary Ukrainians, upon whom the boisterous and energetic Maidan minority thrusts (with support of our Western colleagues) a devastating political, social, and economic course.

Do you think I exaggerate, dictating Russian propaganda and besmirching a young democracy that courageously stands up against the mythical Russian aggression? Far from so! Western sponsors released Ukraine’s “Maidan”-prompted madness in 2014 for geopolitical purposes. It appeared like a genie from the lamp and, once summoned, would not calm down. To a large extent, it is explained by the lack (again for geopolitical reasons) of sobering impulses from the outside. The West is okay with this. They do not care for Ukrainians, their life and fate. That is why they are ready to maintain this pernicious for Ukraine “Maidan fever” by gestures like this – support for this draft resolution. It may be compared to supporting a drug addict by providing more and more doses instead of urging him to embark on treatment.

In Russia, we know how severe Ukrainian illness has been once the country got contaminated with the “Maidan virus”. We know this because we have preserved close friendly and kinship ties with ordinary people in Ukraine. For 7 years by now the Maidan regime has been trying hard to disrupt them, but failed. A week ago, you had an opportunity to see for yourselves how far this illness has progressed. I mean the special solemn meeting of the General Assembly “Seventy-fifth anniversary of the end of the Second World War”. Permanent Representative of Ukraine Sergiy Kyslytsya made an intervention there which gave a perverted interpretation of the genesis and course of World War II and was shocking not only for us in Russia, but also for people in Ukraine and all republics of former Soviet Union. This statement cannot leave indifferent any sane and historically literate person. It causes disgust and repugnance. It hurts to hear such things from a representative of a country, inheriting to the victorious Soviet people.

Since Ambassador Kyslytsya intervened after we had already taken the floor, we did not have an opportunity to reply to him. Neither did we want to overshadow the solemn event. However, now we would like to take this opportunity and apologize. Not to Ambassador Kyslytsya, of course, but to those whom he caused offence by such speech. We would like to apologize to the Ukrainian veterans who in the ranks of the Red Army shed their blood for freedom and right to life of their people that Hitler wanted to enslave and wipe off from the face of the earth, like all Slavs. Since the war spared no Soviet family, among them may be those kin to Ambassador Kyskytsya and to the Ukrainian leaders who are spreading the Maidan lawlessness today; but this is up to their conscience. Let me also apologize to hundreds of thousand Jews, Poles, Russians, Ukrainians who were slaughtered by Nazis and their henchmen from amongst Ukrainian nationalists, whom the Maidan Ukraine of today praises as heroes. I apologize to the veterans from the United States, Great Britain, France and other countries for the fact that Ambassador Kyslytsya, speaking of their Soviet fellow-soldiers, those with whom they fought together and, at the cost of millions of lives broke the backbone of Hitler’s forces and stopped the fascist plague, equated those Soviet soldiers to Nazis. Let me make special apologies that this blasphemy was pronounced within the sacred walls of the General Assembly – body of the organization that owes its very existence to humanity’s Victory over Nazism.

We do not know if he is going to apologize himself some day. But as long as UNGA upon initiative of Maidan authorities adopts phantasmagoric resolutions like this one, this moment remains very distant from now. Dear colleagues, please think of this next time Ambassador Kyslytsya asks you to support another deceitful anti-Russian (and, by the scope of its consequences, anti-Ukrainian as well) resolution that has no connection to reality.

In response to the representative of Ukraine:

Thank you, Mr. President, I will be brief.

I presume Ambassador Kyslytsya persists in striving to offend his compatriots and people of the entire former Soviet Union by false interpretation of history. Our assessment of Molotov-Ribbentrop Pact has not changed, Ambassador Kyslytsya, so we kindly ask you not to say things that are not true. We perceive this Pact solely as a historical event – the last one in a succession of agreements that other states made with Hitler; and as a forced measure. You are perfectly aware of our position. Your statement was not about Molotov-Ribbentrop Pact, but about equaling “Soviet occupation” and Nazi occupation from the viewpoint of consequences, number of victims, damage inflicted on infrastructure, cities, etc. That is why your statement is blasphemous. You come to the General Assembly and try to promote views that cause confusion even in your own country – they confuse ordinary Ukrainian people. This is what’s regretful.

I call on you to stop this discussion. It may save you from leaving even a deeper trace in history, which you perhaps may regret one day.
