Explanation of vote by Deputy Permanent Representative Anna Evstigneeva after UNSC vote on a draft resolution on the DPRK
Mr.President,
Russia voted in favor of draft resolution on renewal of the mandate of the Panel of Experts of UNSC Committee 1718 on the DPRK for one year.
Yet we regret that American sponsors of the draft disregarded a number of important proposals that were put forward i.a. by the delegation of Russia. The proposals had to do with the need to mitigate the unforeseen negative implications of sanctions for the civilian population of North Korea, and improve coordination and overall effectiveness of the Panel. We do hope that these problems will be thoroughly considered and resolved in the future, and that the Panel will keep implementing impartially and under the able stewardship of the Sanctions Committee all tasks that Security Council assigned to it, where the main one is to help this UNSC subsidiary body implement its mandate effectively.
