Explanation of vote by Permanent Representative Vassily Nebenzia after UNSC vote on a draft resolution on renewal of the CAR sanctions regime

The Russian Federation voted in support of the draft resolution submitted by France.

It is no secret that the situation in the CAR has significantly improved since 2013. It is of crucial importance that the Security Council has finally recognized this objective reality and adjusted the sanctions regime. Bearing in mind Bangui's position and the constructive attitude of the sponsors of the draft resolution, we voted in favor of lifting the restrictive measures on the CAR Government. We congratulate Foreign Minister Minindel Sylvie Baipo-Temon, our Central African colleagues and the people of the CAR on this event.

However, it is clear that today’s decision has been long overdue. Russia has repeatedly spoken about this. We are convinced that in future we need to be more swift in responding to the developments in states under UNSC sanctions and to adapt the restrictions in place. In no way can we accept that unlawful unilateral restrictions be added to the UNSC restrictions.

We also note that, in the Central African context, it would also be appropriate to raise the question of lifting the arms embargo with respect to the illegal armed groups operating in the Central African Republic. This element of the sanctions regime has lost its relevance and is no longer preventing the armed groups from obtaining more fighters, weapons and financing.

The problem of illegal armed groups can only be addressed through sovereign efforts to stabilize the situation in the country and ensure security within national borders in cooperation with neighboring states. It is crucial to provide assistance to the CAR and its neighbors as well as to coordinate efforts and bridge the “gaps” in regional cooperation to enhance border security.

For our part, we will continue to support the Central African Republic through bilateral channels to ensure that a lasting peace will eventually return.
