Explanation of vote by Permanent Representative Vassily Nebenzia after the UNSC vote on a draft resolution on UNSMIL
The Russian Federation supported the draft resolution submitted by the United Kingdom to renew the mandate of the United Nations Support Mission in Libya (UNSMIL) for another year. We are convinced that the Mission continues to play a central role in shaping international mediation efforts in this country, which is why it is essential to preserve its presence “on the ground” to advance further normalization in the country. We reiterate our support for the relevant efforts of UNSMIL and its head, Special Representative of the Secretary-General Ms. Hannah Tetteh.
We note the constructive position taken by the sponsors when fine-tuning the text of the resolution. It is important that the document reflects the key recommendations of the independent strategic review of UNSMIL prepared by the Secretary-General, aimed at giving new impetus to its work in the current circumstances. Thus, it is clearly stated that Mission's efforts need to be focused on facilitating the search for a political solution to the Libyan conflict, and its presence should be expanded all over the country, including Benghazi and Sebha. In addition, the resolution emphasizes the importance of revitalizing external support for the Libyan political process, primarily through the Berlin Process on Libya carried out with the involvement of all members of this format.
It is clear that the transition period in Libya has dragged on for too long. The longer the current uncertainty persists, the more entangled the web of problems surrounding the country becomes. We hope that the Mission's renewed mandate will increase its effectiveness in facilitating inter-Libyan dialogue.
