Statement by Mr. Dmitry Chumakov, Deputy Permanent Representative of the Russian Federation, at High-Level Policy Dialogue of the 2026 Africa Dialogue Series

Distinguished colleagues,
The Russian Federation attaches great importance to strengthening partnerships with African states. Cooperation in the field of water resources occupies a special place in this agenda, given its vital importance for the continent. Ensuring access to safe drinking water, developing water infrastructure, and addressing droughts remain among the most pressing challenges facing many African countries.
Russia possesses substantial expertise in water resources management, hydrological research, the construction and modernization of water supply systems, water treatment technologies, irrigation, and hydropower development. We stand ready to share this experience and support our African partners in advancing sustainable and resilient water management systems.
Russian scientific institutions, engineering companies, and educational organizations are prepared to participate in joint projects aimed at strengthening sustainable water management, enhancing technical capacity, and promoting development across African states. We share a long history of capacity-building and professional training. Russian universities have traditionally welcomed students from African states, while academic and professional exchanges contribute to strengthening scientific and expert cooperation between our countries.

Issues related to water resources are rightfully placed at the heart of the Sustainable Development Agenda. Ensuring universal access to safe water and sanitation, promoting sustainable water management are not only enshrined in the SDG-6, but also linked to the achievement of other Goals, including poverty eradication, food security, and sustainable economic growth.
Russia consistently advocates for a depoliticized, professional, and unifying approach to water-related issues as water availability does not have direct security implications. Thus, water issues should not constitute a part of security agenda. Water resources must not be used as an instrument of political pressure, unilateral restrictions, or divisions between states. International cooperation in the water sector should be based on the principles of sovereign rights for water resources, equity and mutual respect, consideration of national interests, and strict adherence to international law.
Effective management of water resources is an essential prerequisite for economic growth and development. We are confident that ties between Russia and African countries will continue to expand, opening new opportunities for joint development, technological partnership, and the achievement of the Sustainable Development Goals. We are also convinced that the third Russia-Africa Summit, which is scheduled to take place in October in Moscow, will help outline new perspectives for promoting our mutually beneficial cooperation.
