Explanation of vote by Deputy Permanent Representative Anna Evstigneeva after the UNSC vote on a draft resolution on a ceasefire for Sudan
Mr.President,
Russia abstained on the draft resolution (put forward by the UK) on a ceasefire in Sudan.
We have decided to let this draft resolution pass because it is about the lives of the people of Sudan who are suffering from the consequences of the conflict. Ending the violence in Sudan should undoubtedly be the primary goal not only for the Security Council but, most importantly, for the Sudanese themselves. We have consistently called on the Sudanese parties to take that step, because we believe this is the way to resolve all the problems they face and reach a political and diplomatic settlement.
We are convinced that the primary responsibility for the situation in Sudan rests with the people of the country. They can and should determine their own future. The task of responsible representatives of the international community, including members of the Security Council, is to facilitate that rather than impose their own rules and principles on a sovereign state. This implies tangible steps, hard work and a constructive approach that should encourage the Sudanese to find compromise.
Let us make a separate point about humanitarian assistance and access. We stand firmly on the position that such assistance can be provided only in accordance with the Guiding Principles enshrined in General Assembly resolution 46/182, according to which all assistance to countries in need is provided with the consent and in close coordination with national governments. We assume that the UN Office for the Coordination of Humanitarian Affairs and other humanitarian actors will act with full respect for Sudan’s sovereignty.
Mr.President,
In conclusion, we would like to emphasize our support for the independence, sovereignty and territorial integrity of Sudan and express our hope that the Sudanese will soon find (unaffected by external dictate) solutions to the conflict and the political and social organization of their country.
