Statement by representative of the Russian Federation Mr.Dmitrii Bulgaru in Exercise of the Right of Reply at United Nations Global Congress of Victims of Terrorism

Mr.President,

We regret that some delegations decided to introduce alien and politicized subjects into our discussion. They obviously failed to understand the true goals and objectives of the Congress. Such inappropriate outbursts only demonstrate their contempt for the victims of terrorism and their readiness to violate their rights for the sake of opportunistic considerations.

We are surprised to hear accusations of terrorism from a representative of Kyiv, whose armed forces have been intimidating the civilian population of Donbas for 8 years in the form of indiscriminate shelling of residential areas, killings, abductions and torture of civilians, including women and children. The Ukrainian military recently literally filled up the center of Donetsk and Lugansk with "lepestok" anti-personnel mines. The other day, Ukrainian saboteurs blew up a car with the head of the administration of Berdyansk, Artem Bardin. On August 24, they killed the head of the temporary civil administration of the settlement of Mikhailovka, Zaporozhye region, Ivan Sushko. At the time of the explosion in the car of the deceased was his daughter, whom he was taking to kindergarten. On August 20, in the Moscow region, a group of established Ukrainian killers cynically killed a young journalist Daria Dugina, her car was blown up. The obvious purpose of such acts is to sow terror and panic among the civilian population, which directly contradicts the fundamental norms of international humanitarian law.

We call for abandoning the shameful practice of exploiting the topic of victims of terrorism and not interfering with other delegations attempts to make a useful practical contribution to the work of the Global Congress.
