Explanation of vote by Deputy Permanent Representative Anna Evstigneeva after the UNSC vote on a draft resolution on renewal of mandate of the UN Assestance MIssion in Somalia (UNSOM)

Mr.President,

Russia supported the draft resolution on renewal of the mandate of the UN Assistance Mission in Somalia (UNSOM) that was put forward by the delegation of the UK.

Today, Somalia stands at a critical juncture in its modern history. The Federal Government is successfully combating extremism against all odds, including the effective arms embargo. There is progress with state-building and development of national dialogue. We welcome Mogadishu's leading role in resolving the inter-clan internal conflict in Las Anod. Against this backdrop, the responsibility of UNSOM increases significantly. We call on the Mission to continue providing the necessary assistance to the Federal Government of Somalia within the limits of its authority. Efforts should be intensified to implement the recommendations of the independent strategic review of the activities of UNSOM which the Security Council approved last year, including those relating to the beginning of a gradual transfer of UNSOM’s functions to the UN country team.

When providing assistance to Somalia, we call to be guided strictly by the fundamental UN principles enshrined in UNGA resolution 46/182, which serves as the only consensual basis for international humanitarian assistance. Interference in Somalia’s internal affairs, including the legislative work of its sovereign parliament, is unacceptable.
