Statement by Permanent Representative Vassily Nebenzia prior to the Security Council vote on an oral amendment proposed by Russia to the draft UNSC resolution on humanitarian cross-border assistance for Syria put forward by the penholders (Belgium and Germany)
The Russian Federation proposes an oral amendment to operative paragraph 6 of the draft resolution. We suggest excluding from the current text the words "and in accordance with humanitarian principles of humanity, neutrality, impartiality and independence” and replace them with the following phrase: “and in accordance with guiding principles of humanitarian emergency assistance”, as contained in UNGA resolution 46/182.
