Statement by Dmitry Chumakov, Deputy Permanent Representative of Russia to the UN, at the ECOSOC Operational Activities Segment during the dialogue with Heads of UN Agencies

M-me President,

We would like to thank the DSG and the heads of agencies for participating in this session and briefing us on the most pressing issues for the development system, including the joint efforts to respond to COVID-19. In this regard we would like to reiterate our full support to the WHO in coordinating this fight. It is only by joining forces and treating all nations equally that we can put an end to this disastrous pandemic.

Russia is pleased with the growing results-oriented partnership with UN funds and programmes which is implemented with no political conditions. Our projects are tailored in accordance with national development needs of partner countries and correspond to the priorities of the Concept of international development assistance of the Russian Federation.

M-me President,

We took good note of the information presented today on 2016 QCPR implementation, including on enhancing the accountability for funds received, improving results-based management systems and implementing joint initiatives. We believe that such cross-cutting tracks as innovations, healthcare and climate are key to interagency cooperation and fighting duplications in the work of the system. At the same time we value the unique mandates of each entity and the expertise they posses in mainstreaming the SDGs.

The results of the UNDS reform are yet to be assessed, but we are pleased to hear positive preliminary feedback. At the same time we would like to put a flag of caution against concentrating too much on the beurocratic side of the process. We should strive for the results for the people on the ground.
