Statement by Deputy Permanent Representative Dmitry Chumakov at the Transforming Global Education Summit

Distinguished Сolleagues,

The Russian Federation attaches particular importance to intergovernmental cooperation in the field of education. Cooperation among states in this area can serve as a pragmatic investment in building sustainable ties and expanding economic opportunities for all parties involved.  At the same time, we are sure that educational systems should be structured and composed in accordance with national socio-cultural strategies, without the imposition of external, alien values.

Russia has strong scientific and engineering schools that specialize in providing a wide range of educational services and conducting all kinds of research. These include energy, the environment, water management, medicine, the development and implementation of “green” technologies, digitalization, emergency response, comprehensive sustainable development, and many other areas.

The cooperation in the field of education can take various forms: student exchanges, joint research projects, the opening of university branches, and online programs. For our part, we are actively fostering such cooperation – in the past two years alone, our country has granted more than 300 scholarships for educational and vocational training programs for small island developing states in Africa, the Caribbean, and the Pacific. We have legal agreements on the mutual recognition of education and qualifications with Guinea-Bissau, Cape Verde, Mauritius, São Tomé and Príncipe, Suriname, and Cuba.

The Russian Federation is open to establishing and further strengthening partnerships in the field of education with all interested developing countries, including small island developing states.
