Remarks by Ambassador Vassily A. Nebenzia, Permanent Representative of the Russian Federation to the United Nations, following UNSC consultations on UNAMID

A: Russia raised the OPCW meeting and this whole idea of seeking the accountability of the OPCW, is that truce? Do you want the Security Council to do something?

Q: I hope, that they will finally realize that the undermining both the OPCW and the Security Council was a very dangerous development, institutional and political. And that may seriously affect the Syrian political process if they succeed in their plans. This is wrong, because the only body that can authorize attribution is the Security Council, nor the OPCW as an organization, nor the Chemical Weapons Convention provide for this. So that means we have to reopen the chemical weapons convention at least. And secondly, the attribution is not entrusted to this organization.

A: Are you going to bring this up to an open meeting or anything else here?

Q: At least, in the consultations because they seem to be interested to continue discussing it.
