Press Release on Signing of the contribution agreement between the Russian Federation and the United Nations for the Ebola Response Multi Partner Trust Fund (MPTF)

The Russian Federation signed a contribution agreement for 1 million US Dollars for the Secretary-General’s Ebola Multi-Partner Trust Fund. The Trust Fund has been established by the UN Secretary-General to respond to the current situation created by the deadly Ebola virus outbreak in West Africa. The contribution from the Russian Federation is the first contribution to the Recovery Window of the Trust Fund and is only one part of the assistance the country has been providing to Guinea, Sierra-Leone and Liberia in combating Ebola and its effects bilaterally and through the UN organizations. The overall volume of the Russian assistance to the crisis is approximately 40 million US Dollars.

 

The agreement is signed by the Permanent Representative of the Russian Federation to the UN, Mr.Vitaly I. Churkin, and the Trust Fund Administrator, the Assistant Administrator and Director of the Bureau of Management of the United Nations Development Programme, Mr. Jens Wandel, in the presence of the UN Secretary-General’s Special Envoy on Ebola, Dr. David Nabarro.

From the beginning of crisis caused by the propagation of Ebola fever the Russian Federation has consistently increased its efforts to provide material and financial assistance to the affected countries. Russia has allocated or scheduled to earmark a total amount of 779.4 mln rubles as a contribution to international efforts against the outbreak of decease caused by Ebola virus.

In particular, the direct humanitarian assistance to the countries of West Africa affected by this epidemic amounted to 213.4 mln rubles. 162.3 mln rubles have been disbursed on scientific research on diagnostics, prevention and treatment. In order to strengthen the international emergency response mechanisms related to sanitary-epidemic measures against the outbreak of Ebola, including international medical and sanitary regulations of the World Health Organization 248.7 mln rubles have been allocated. The amount of funding for increased national readiness and prevention of trans-border spread of disease and protection of public health from Ebola totaled 155 mln rubles.

These amounts include the spending by Russian’s agencies and assistance though international organizations including the World Health Organization and World Food Programme.

The Russian Federation continues to attach close attention to the current crises in the area of public health in West Africa due to proliferation of Ebola fever and provide targeted financial and technical assistance for its termination both on bilateral and multilateral basis.

Предполагается, однако, что реальное количество смертельных исходов значительно выше.

ДРБ: Российская Федерация с самого начала, как только появились первые признаки того, что заболевание не будет быстро купировано – оно с большой скоростью распространяется и захватывает все новые и новые районы, большое количество вновь инфицированных, большое количество смертельных случаев – в самом начале, еще весной этого года мы получили запросы на содействие из ряда стран Западной Африки. Среди запросов были, в том числе, и просьбы о предоставлении медицинского оборудования и медицинских расходных материалов, медикаментов для оказания помощи пострадавшим странам.

У нас есть совместный проект с Всемирной организацией здравоохранения (ВОЗ), мы перечисляем деньги в бюджет ВОЗ и, соответственно, на эти средства ВОЗ закупает медикаменты, медицинские материалы, расходные материалы и формирует так называемые «медицинские модули». Эти модули – различного назначения: есть хирургические, есть терапевтические, и когда к нам поступил запрос из Гвинеи, то, естественно, те модули, которые находились на складах ВОЗ, они не были заточены непосредственно под Эболу, но в этих модулях были медикаменты и медицинские материалы, которые могли бы быть использованы для лечения сопутствующих заболеваний. И, соответственно, первые модули, оплаченные российской стороной, были доставлены в Гвинею. Затем, аналогичный модуль был доставлен в Сьерра-Леоне. Последний такой модуль был поставлен нами в Бенин.

Конечно, в первую очередь, необходимо оказывать медицинскую помощь заболевшим Эболой и купировать распространение этого заболевания, но, тем не менее, есть огромное количество сопутствующих заболеваний, которые также нуждаются в том, чтобы на них реагировали, – иначе, в общем и целом, это усугубляет ситуацию в затронутых странах.

Россия старается нацелить свое содействие и участвовать в международных усилиях против эпидемии Эболы не только в здравоохранительном аспекте, но и смотреть на проблему шире. Это, собственно, то, как этот вопрос был поставлен на повестку в рамках Совета Безопасности ООН, а затем в рамках Генеральной Ассамблеи и так он подается Специальным посланником Генерального секретаря по Эболе Дэвидом Набарро. Проблема Эболы – комплексная и, в том числе, необходимо реагировать на такие вещи, как кризис в снабжении с продовольствием в связи с тем, что экономика страны нарушена, сельское хозяйство, соответственно, испытывает на себе ущерб, сельскохозяйственное производство от последствий этого заболевания. Российской Федерацией были выделены средства в бюджет Всемирной продовольственной программы (ВПП) на оказание срочной продовольственной помощи трем наиболее пострадавшим государствам – Гвинее, Либерии и Сьерра-Леоне.

С нашей точки зрения одной из основных проблем, которая, собственно, и привела к тому, что Эбола охватила этот регион, является слабость национальных систем здравоохранения. Они оказались неподготовленными к этой вспышке и не смогли вовремя купировать, несмотря на их усилия, разрастание эпидемии. Несомненно, большие усилия были приложены правительствами этих государств, но, тем не менее, они не смогли адекватно отреагировать на эту вспышку.

В этой связи правительством Российской Федерации принято решение о выделении дополнительного взноса в бюджет ВОЗ на запуск полноценной программы распространения и поддержания международно принятых медико-санитарных правил. Помимо этого Россия рассматривает возможность – у нас есть запросы от организаций в системе ООН – на финансирование и оказание технической поддержки в рамках реагирования на Эболу. Такой запрос поступил со стороны Детского фонда ООН (ЮНИСЕФ), потому что большое количество детей в результате эпидемии оказались в довольно тяжелой ситуации. Во-первых, эти дети сами находятся в группе риска и могут заболеть Эболой. Во-вторых, многие дети оказались в ситуации, когда больницы не работают и, соответственно, они не могут получить помощь, вакцинации, они не могут получить медицинскую помощь в связи с другими заболеваниями. Плюс – есть дети, которые потеряли своих родственников, и в связи с тем, что Эбола, к сожалению, в пострадавших странах воспринимается как некая стигма , то эти дети оказываются без соответствующей поддержки. Со стороны родственников растут опасения в отношении того, что эти дети могут сами быть носителями вируса и дети оказываются в сложной жизненной ситуации.

Самолеты РФ доставили в Гвинею полевой госпиталь для борьбы с Эболой


Самолеты доставили более 150 тонн медицинского и специального оборудования для госпиталя, в том числе для приемно-диагностического отделения, трех инфекционных отделений, отделений реанимации и интенсивной терапии и специальных лабораторий диагностики.



МОСКВА, 17 ноя — РИА Новости. Самолеты военно-транспортной авиации ВВС РФ завершили доставку в Гвинею полевого госпиталя и медикаментов для борьбы с лихорадкой Эбола, сообщил официальный представитель Минобороны России генерал-майор Игорь Конашенков.
Самолеты военно-транспортной авиации ВВС России Ан-124 "Руслан" завершили выполнение задач по доставке в Гвинейскую Республику полевого госпиталя и медикаментов в рамках международных усилий по борьбе с вирусом Эбола", — сказал Конашенков.
По его словам, экипажи самых больших военно-транспортных самолетов в мире за сутки совершили 20-часовой перелет из Сочи в столицу Конакри и обратно, преодолев около 13 тысяч километров.
Сообщается, что самолеты доставили более 150 тонн медицинского и специального оборудования для госпиталя, в том числе для приемно-диагностического отделения, трех инфекционных отделений, отделений реанимации и интенсивной терапии и специальных лабораторий диагностики.
Ранее президент России Владимир Путин поручил министру обороны Сергею Шойгу в направить в одну из наиболее пострадавших от лихорадки Эбола западноафриканскую Республику Гвинея российский госпиталь, специально оборудованный для борьбы с особо опасными инфекциями. Сообщалось, что груз будет доставлен тремя самолетами Ан-124 ("Руслан") с общим тоннажем 150 тонн.
Общее число погибших от лихорадки Эбола, по последним данным Всемирной организации здравоохранения (ВОЗ), составило 5 тысяч 177 человек из 14 тысяч 413 зараженных. Самое большое число жертв зафиксировано в трех западноафриканских странах: Гвинее, Либерии и Сьерра-Леоне.

STATEMENT

by Deputy Permanent Representative of the Russian Federation to the UN Mr. Dmitry I. Maksimychev at the Open Meeting of the UN Security Council on Agenda Item “Peace and Security in Africa” in Connection with the Outbreak of Ebola Fever

Madame President,

         We thank the UN Secretary-General, the Senior Ebola Coordinator of the UN system, WHO Director General and the Representative of “Médecins Sans Frontières” for the thought provoking statements.

The high rate of Ebola spread in the African continent and this heaviest impact cannot but raise deep concerns that Russia is fully sharing.

The tremendous challenge that Guiney, Liberia, Sierra Leone and a number of other countries of the region have to face cannot be left without coordinated response by the international community. We believe therefore that it’s appropriate to bring this issue before the Security Council and we support the adoption of relevant resolution.

We appreciate dedicated efforts of the three most affected countries suffering from Ebola and their partners from other countries UN family organizations and NGO’s to localize the epidemic and provide medical and other assistance to the population. We would like to particularly note in this connection the contribution by Cuba and “Médecins Sans Frontières” organization, which were among the first to engage in the combat against Ebola directly in West Africa.

Guided by the principles of solidarity and friendship with the African countries and humanity, since the first indications of the epidemic, the Russian Federation has got actively involved in providing financial and technical assistance to the affected countries both multilaterally and bilaterally.

With a view to strengthening the systems of public health of Guinea and Sierra Leone and under the circumstances of Ebola outbreak Russia has funded through the WHO the procurement and delivery to these countries of medical modules with drug kits and expendable materials to provide assistance for about 60.000 people. During these days a similar module will be supplied to Benin, which also belongs to the group of increased risk countries.

A special Russian counter-epidemic team of qualified experts has been deployed at the “Donka” hospital in Guinea, where Ebola patients are being treated, to provide assistance, together with WHO and “Médecins Sans Frontières” to the Ministry of Public Health of Guinea in organizing sanitary and counter-epidemic activities, and has conducted the diagnostics of Ebola on the basis of Russian module virus-detection laboratory and mobile indication laboratory. Its operation is fully supported by Russia and costs about 3 mln USD.

The supplies of individual protection for medical staff and volunteers are being prepared for shipment to Guinea.

In light of a wider impact of the epidemic and in particular the risk to food security Russia together with WFP is preparing to provide food assistance to the three most affected countries for the amount above 1 mln USD.

Russia makes also a tangible contribution to the scientific research of Ebola virus. The Russian experts have developed and successfully conducted pre-clinic testing of a vaccine against Ebola. Its certification by WHO is awaiting. After its certification we will be ready to use it, if our assistance is required. Moreover, Russia has designed highly sensitive test systems for Ebola diagnostics, which we would be ready to provide to all laboratories operating in the area of the epidemic under the WHO auspices.

The assistance to patients is naturally of primary importance, but this is only a part of the problem. However, the main reason of continuing propagation of this dangerous disease is the lack of effective counter-epidemic prevention and sanitary outreach system in the affected countries due to the shortage of epidemiologists, biological safety experts and sanitary-epidemic control managers.

In this connection the Russian Federation is preparing to make a targeted contribution to WHO in the amount of 2.5 mln USD for 2014-2015 in order to provide assistance to the adoption of international medical and sanitary regulations (IMSR), which constitute the basis for global response to the threats similar to Ebola fever, and also to provide direct technical assistance to the countries in need in order to introduce the IMSR for the total amount about 4 mln USD. An additional allocation of 3.5 mln USD has been scheduled to increase the WHO preparedness to emergency response.

We deem it important also to announce that the Russian private business as well has began to join in the common efforts to fight against this epidemic. For instance the “RUSAL” join stock corporation has funded the procurement of personal protection gears for the Ministry of Public Health of Guinea.

Madame President,

We highly appreciate the energetic efforts of the UN Secretary-General to organize a coordinated and effective response of the international community of the Ebola fever epidemic. We believe it important for all the participants to closely observe the basic principles and directions of WHO-drafted “Road map” to combat the Ebola virus.

The assistance provided by the Russian Federation is fully consistent with the main provision of that document. We are ready to continue our participation in the implementation of the international strategy against this disease in coordination with the governments of the affected countries, UN family organizations and other partners.

RE: Ebola fever situation (as of 20/10/2014)

According to the WHO official information the total number of people affected by Ebola outbreak in West Africa totals 9.216 including 4.555 lethal cases:

Guinea – 1.519 cases, incl. 862 dead;

Liberia – 4.262 cases, incl. 2.484 dead;

Sierra Leone – 3.410 cases, incl. 1.200 dead;

Nigeria – 20 cases, incl. 8 dead;

Senegal – 1 case;

USA – 3 cases, incl. 1 dead;

Spain – 1 case.

58% of cases were confirmed in laboratory. In Conakry where the Rospotrebnadzor counter-epidemic specialized team is continuing its work the level of laboratory confirmation of the Ebola fever is 83.5%.

The cases have been also recorded among the medical staff – 423 medical workers suffered from Ebola fever out of which 239 people died.

According to WHO expert assessment the outbreak of Ebola in Senegal and Nigeria can be officially considered as curtailed since after the medical quarantine for contacted persons no new deceases have been registered.

The WHO has established a list of countries which should approve as a priority the national plan of response in case of Ebola infiltration. This list comprises 14 countries with a common national border with the countries affected by the epidemic and the countries with high level of migration flows.

The situation is kept under control by the Federal Supervisory Service for Protection of Consumer Rights and Human Wellbeing.

Об участии России в международных усилиях по борьбе с болезнью, вызванной вирусом Эбола




Российская Федерация принимает активное участие в оказании помощи в борьбе с болезнью, вызванной вирусом Эбола, на двусторонней и многосторонней основе.

В рамках усилий международного сообщества по линии ООН Правительство Российской Федерации 19 января приняло решение о выделении 8 млн. долл. США на борьбу с данной болезнью в Гвинейской Республике, Республике Либерии и Республике Сьерра-Леоне.

Из этих средств 2 млн. долл. США будут направлены в бюджет Всемирной организации здравоохранения и 1 млн. долл. США – в многосторонний целевой фонд ООН по реагированию на болезнь, вызванную вирусом Эбола. Детскому фонду ООН будут переведены 2 млн. долл. США, в целевой фонд Всемирного банка на восстановление стран, пострадавших от болезни, вызванной вирусом Эбола - 3 млн. долл. США.

Предоставленное Россией финансирование планируется использовать для реализации комплекса мероприятий по таким направлениям, как эпиднадзор, уход за больными, выявление инфицированных, продовольственная безопасность, доступ к услугам здравоохранения, восстановление инфраструктуры и экономики.

On Russia’s contribution to international efforts to fight Ebola

 

The Russian Federation has been making an active contribution to the practical activities addressing the spread of Ebola from the very onset of the crisis and continues to expand and diversify its assistance to the affected countries both on the bilateral and multilateral levels.

As part of the effort made by the international community through the United Nations, on 19 January 2015 the Russian Government decided to allocate US $8 million to fight the disease in the Republic of Guinea, the Republic of Liberia and the Republic of Sierra Leone.

Of this amount, US $2 million will be contributed to the budget of the World Health Organization, US $1 million to the United Nations Ebola Multi-Partner Trust Fund, US $2 million to the United Nations Children's Fund and
US $3 million to the World Bank Ebola Recovery and Reconstruction Trust Fund.

The funding provided by Russia will be used to implement a series of measures such as epidemiologic oversight, treatment of patients, detecting virus-bearers, food security, access to health services and recovering of infrastructure and economy.

The total amount of Russian assistance has exceeded US $40 million.

Transport companies from the Russian Federation are operating in West Africa upon agreements with UNMEER. Specialized aviation transport for medical evacuations of infected people continues to stand by ready.

The specialized anti-epidemic brigade from the Russian Federation has been working in Guinea since August 2014. It is composed of highly trained experts and specialists, who have been providing assistance to the Ministry of Health of Guinea in organizing activities to counter the epidemic and diagnose Ebola on the basis of Russian biological and mobile laboratories. Its operating costs are fully covered by the Russian Federation.

In December 2014 Russian specialists completed the deployment of the Russian anti-epidemic hospital with 200 beds in Kindia, Guinea. It is fully supplied with essential medicines and designed to provide high-quality medical services both to Ebola patients and patients with other diseases unrelated to Ebola.

The Russian Federation attaches great importance to strengthening national health care systems of the affected countries. The Centre for Microbiological Research and Treatment of Epidemic Diseases, built and equipped by the Russian company RUSAL, was inaugurated on 17 January 2015 in Kindia, Guinea.

The Centre, intended for the diagnosis, treatment and prevention of infectious and especially dangerous diseases, is one of the most modern medical facilities to be used in the campaign against acute viral diseases in West Africa. It includes infection and provisional hospitals, a mobile laboratory and a blood transfusion and plasma department. The Centre will specialize in the treatment of Ebola patients at the initial stage of its operations.

RUSAL, one of the largest investors in Guinea, invested more than US $10 million in the construction of the Centre.

Russia’s support has made a significant contribution to scientific study of the virus. Works are under way to develop immumobiological medicines (vaccines and immunoglobulins) for prevention and treatment of Ebola.

Russia has developed high-sensitivity test systems for diagnosing Ebola that are now successfully used in the affected countries.

The Russian Federation will continue to provide comprehensive assistance to African partners to eradicate the Ebola epidemic.

Россия выделит ЮНИСЕФ $2 млн для помощи странам, пострадавшим от Эболы


С середины прошлого года Россия выделила свыше $40 млн на борьбу с болезнью, вызванной этим вирусом.

Россия подписала в среду соглашение с Детским фондом ООН (ЮНИСЕФ) о выделении $2 млн на реализацию программ в области санитарии и гигиены в Гвинее, Либерии и Сьерра-Леоне - трех странах, больше всего пострадавших от эпидемии болезни, вызванной вирусом Эболы (БВВЭ).

С российской стороны подпись под документом поставил заместитель постоянного представителя РФ при ООН Дмитрий Максимычев, со стороны ЮНИСЕФ - директор департамента по партнерским отношениям Олаф Кьорвен. Он выразил благодарность РФ за этот взнос и в целом за сотрудничество. "Когда речь идет о пространстве СНГ, Россия является нашим главным партером в этом регионе. Мы очень высоко ценим эту поддержку", - заявил он.

Фонд планирует направить средства на финансирование снабжения населения трех стран чистой водой и предметами гигиены, а также на обеспечение надлежащих санитарных условий. Это включает прокладку водопроводов, обеспечение работы систем канализаций и утилизацию отходов. Кроме того, средства планируется направить и на просветительскую работу. Как заявила координатор ЮНИСЕФ по чрезвычайному реагированию Барбара Бентейн, это позволит минимизировать возможность распространения эпидемии и приблизиться к главной цели - нулевому порогу новых случаев заражения.

В свою очередь, Максимычев напомнил, что выделяемые средства являются "частью более широкого содействия", которое Россия оказывает пострадавшим от эпидемии странам. "С середины прошлого года по двусторонней линии и по линии организаций системы ООН Россия выделила свыше $40 млн на борьбу с Эболой", - сообщил он журналистам по итогам церемонии подписания.

Дипломат обратил внимание, что с 2010 года Россия по линии ЮНИСЕФ выделяла деньги на реализацию различных проектов в Белоруссии, Иране, Киргизии, на Кубе, в Ливии, Сирии, Таджикистане, на Филиппинах, в странах Африканского Рога. "Суммируя, речь идет о более $12 млн", - сказал Максимычев. По его словам, с учетом взносов в регулярный бюджет организации, эта сумма составляет около $20 млн.

Максимычев заверил, что Россия намерена продолжать развивать сотрудничество с Детским фондом. По его словам, "в процессе согласования находится Меморандум о взаимопонимании, который заложит рамки для долгосрочного и предсказуемого" двустороннего сотрудничества в области борьбы с материнской смертностью и других областях.

Russia to donate $2Mln for UNICEF to fight Ebola in West Africa


Moscow will allocate $2 million to the United Nations Children's Fund (UNICEF) programs to fight Ebola in West Africa's Guinea, Liberia and Sierra Leone, according to an agreement signed Wednesday night in New York.

UNITED NATIONS (Sputnik) — The money Russia donated will be spent mostly on improving sanitary and hygiene conditions to prevent new outbreaks of the deadly disease.

"The current contribution is a part of a bigger assistance our country is providing to the three countries that were hit the most. Since the middle of the last year Russia had allocated more than $40 million to fight Ebola – both through bilateral assistance and the United Nations system (including the Food and Agriculture Organization and the World Health Organization,)" Russia's deputy permanent representative to the UN Dmitry Maksimychev said.

At the agreement signing ceremony Olav Kjorven, head of the UNICEF public partnerships division, and Barbara Bentein, UNICEF global emergency coordinator, thanked Russia for its contribution.

Bentein noted that the Ebola crisis is not over and that the humanitarian organization needs continued funding not only to eliminate new outbreaks but also for recovery work, especially in schools and health centers.

According to the most recent WHO report, as of May 20 there have been almost 27,000 confirmed, probable and suspected cases of Ebola. In the past week there have been 35 newly registered cases. The disease has claimed 11,120 lives.
