Statement by Mr. Dmitry Chumakov, Deputy Permanent Representative of the Russian Federation to the UN, at the Fifth Committee of the United Nations General Assembly, Main 73rd Session, on Agenda Item 140 “Scale of assessments for the apportionment of the expenses of the United Nations” and Agenda Item 149 “Scale of assessments for the apportionment of the expenses of United Nations peacekeeping operations”
Dear Madam Chair,
Russia aligns itself with the statement made by the representative
of the Republic of South Africa on behalf of the BRICS countries on agenda items 140 and 149.
On top of it we would like to underline that all elements of the scale methodology for the regular budget as well as the structure of the scale of assessments to the peacekeeping budgets should be based on reliable, verifiable and comparable data.
The Committee on Contributions has successfully managed to apply this approach in delivering its recommendations. In this regard, the Russian Federation urges all Member States to adopt the recommendations by the Committee on Contributions and save the current methodology that reflects the capacity to pay of the Member States.
